Rates display their actual denominator; incompatible total rate bases are unavailable while other measurements remain unchanged. Existing providers keep their defaults. CSV appends snapshot metadata and rate metric names after existing columns. Adapters may set rateDenominators, observedAt, notice and noticeLevel; see the source contract. No database update is needed.
